Governor Doyle's budget proposal This is the first time Wisconsin legislators are debating the smoke-free air law as part of the budget process. Governor Doyle’s 2009-2011 state budget includes two key provisions aimed at reducing the burden of tobacco in Wisconsin: a statewide smoke-free workplace law and a 75-cent per pack cigarette tax increase. Here is a brief synopsis of how the state budget process works:

Step 1: Governor introduces a budget proposal (2/18/09)
Step 2: Joint Finance Committee holds regional hearings (3/23/09 – 4/3/09)
Step 3: Joint Finance Committee debates provisions (currently taking place)
Step 4: Joint Finance Committee recommends a budget to the Assembly & Senate
Step 5: Both houses (Assembly & Senate) vote on the budget
Step 6: Approved bills in each house either match or need to be reconciled
Step 7: Budget is either signed or vetoed by the Governor

At the six Joint Finance Committee hearings that were held throughout the state, there was overwhelming support shown by Wisconsin residents for a smoke-free air law and little opposition to it.
